An access to tender offers submitted in electronic form was opened on November 24, 2016 at the meeting of the committee on holding an open two-stage e-tender for the right to enter into a long-term investment agreement for the construction, maintenance, major repair and chargeable operation of the M-4 Don Highway on the 633 – 715 km section (bypassing Losevo village and the city of Pavlovsk).
An access to tender offers submitted in electronic form was opened on November 24, 2016 at the meeting of the committee on holding an open two-stage e-tender for the right to enter into a long-term investment agreement for the construction, maintenance, major repair and chargeable operation of the M-4 Don Highway on the 633 – 715 km section (bypassing Losevo village and the city of Pavlovsk).
By the deadline of bidding, Transstroymekhanizatsiya LLC and Donaerodorstroy JSC submitted their offers to the electronic trading platform.
The tender offer of Transstroymekhanizatsiya LLC contains the following numerical values according to the tender criteria:
"Agreement Object Construction Cost": 62,266,244,335 rubles 54 kopecks, including VAT;
"Allocations of public funding for the Operational Phase":
- "Basic amount of the annual Operation Payment" subcriterion: 17,851,696,132 rubles 48 kopecks, exclusive of VAT;
- "Amount of Investment Payments" subcriterion (Basic inflation premium): 4.65 percentage points.
For the criterion of the "Bidder’s Qualification", “Transstroymekhanizatsiya” LLC indicated the following values:
- "Work experience" subcriterion: 197,540,108,933 rubles 90 kopecks excluding VAT;
- "Bidder’s financial stability" subcriterion: 7,924,399,000 rubles.
The tender offer of Donaerodorstroy JSC contains the following numerical values according to the tender criteria:
"Agreement Object Construction Cost": 62,366,069,610 rubles 00 kopecks, including VAT;
"Allocations of public funding for the Operational Phase":
- "Basic amount of the annual Operation Payment" subcriterion: 17,851,696,132 rubles 48 kopecks, excluding VAT;
- "Amount of Investment Payments" subcriterion (Basic inflation premium): 4.65 percentage points.
For the criterion of the "Bidder’s Qualification", Donaerodorstroy JSC indicated the following values:
- "Work experience" subcriterion: 21,457,964,754 rubles 70 kopecks, excluding VAT;
- "Bidder’s financial stability" subcriterion: RUB 2,202,874,000 rubles.
The tender committee accepted both bids.
We would like to recall that an open two-stage e-tender for the right to enter into a long-term investment agreement for the construction, maintenance, major repair and chargeable operation of the M-4 Don Highway from Moscow through Voronezh, Rostov-on-Don, Krasnodar to Novorossiysk, at the 633rd km – 715th km section (bypassing Losevo village and the city of Pavlovsk), Voronezh Region was announced on August 24, 2016.
According to the tender schedule, the examination, assessment and finalization of the tender offers by the tender committee shall be completed on December 12, 2016. The deadline for signing a long-term investment agreement with the State Company is December 26, 2016.

The new 85.17 km long section of the M-4 Don Highway will pass through Bobrovskiy, Pavlovskiy and Verkhnemamonskiy District of Voronezh Region. The proposed traffic intensity during the first five years of operation is 10,000 to 12,000 vehicles per day. Road category: 1B. Number of lanes: 4.
Construction project of M-4 Don Highway from Moscow through Voronezh, Rostov-on-Don, and Krasnodar to Novorossiysk, at the 633rd km – 715th km section (bypassing Losevo village and Pavlovsk), Voronezh Region, is included in the long-term activity program of the State Company Avtodor (for the years 2010 to 2020), approved by the Federal Government on December 31, 2009 No. 2146-p. The positive opinions of the FAU Glavgosexpertiza of Russia No. 1715-14/GGE-9545/04 and No. 1717-14/GGE-9545/04 on the design and estimate documents, as well as results of engineering surveys and verification of the estimated value of the facility were received on December 30, 2014.
M-4 Don Highway, according to the Resolution of the Government of the Russian Federation No. 62 dated December 24, 1991, was included into the list of the Russian Federal trunk roads. The length of the M-4 Don Highway is 1,517 km. The main part of the route from Moscow to Krasnodar is a component of the European route E115. The section from Krasnodar to Dzhubga forms E592 highway, and from Dzhubga to Novorossiysk, E97 highway. Besides, M-4 includes a section of the European route E50 from the intersection with M19 near Novoshakhtinsk to branch M29 near the village of Pavlovskaya. M-4 Don Highway was transferred for trust management to the State Company Avtodor in May 2010.
