On September 2, 2013, Russian Highways (Avtodor) State Company has published the official notice on tender launch on Build, finance and operate project for the 6th section (334-543 km) of the M11 Moscow–St Petersburg highway in Tver and Novgorod regions (first stage of construction).

A presentation of the project will take place on September 16, 2013. The tender procedures will take two months and a half, with the contract expected to be signed in mid December 2013.
According to the contractual terms and conditions, the highway section will be built from 2014 to 2018 and will be 217.1 km long. Total construction cost amounts to RUB 149.1 billion, with RUB 15.96 billion to be invested by the contractor.
The project shall be implemented by the contractor in accordance with the approved design and estimate documentation that received a positive opinion of FAU Glavgosekspertiza Rossii on November 16, 2012.
There will be four driving lanes along the entire section that will pass through the territory of Tver and Novgorod regions. In Tver Region, it will cross Vyshny Volochek and Bologoe districts, while in Novgorod Region it will pass through Okulovka, Malaya Vishera and Novgorod districts. This road section will fall to IA class, with design speed of 150 km/h. Its construction will include building more than 100 bridge structures and a number of interchanges.
Located in the relative proximity to the existing M-10 highway (Russia), the project will make it possible to preserve the existing transport connections within the constituent entities of the Russian Federation and also takes into consideration the future development of transport infrastructure. This project is implemented as a part of the construction of the Moscow – Saint-Petersburg motorway, which is among the governmental priorities, including those laid down in Russia’s Transport Strategy 2030, and the project is at the active stage of implementation.
Up to this day, the construction of 15 km – 58 km section started under a concession agreement made in accordance with Order of the Government of Russia No. 511-р of April 24, 2007. Besides, a long-term investment contract for construction of 258 km – 334 km section (bypassing Vyshny Volochek) was made late in 2011, and in summer 2013 an open tender was announced for the right to conclude a concession agreement for financing, construction and fee-based operation of 543 km – 684 km section.
The 334 km – 543 km section will become a part of a modern efficient high-speed road transport infrastructure connecting Moscow and Saint-Petersburg, which will remove traffic passing through the streets of Tver and Vyshny Volochek, and 52 other towns and cities from those towns and cities and will create the conditions for economic growth of the regions within the attraction area of the road.
The project will be implemented within a long-term investment contract, a type of public-private partnership agreement. It is a mixed civil contract that incorporates certain elements of contracts of different types stipulated by Russia law (such as a contract for motorway construction, maintenance, repair and overhaul, provision of services connected with the operation of a user charge system and an automatic traffic control system).
The State Company Russian Highways (Avtodor) and the contractor selected based on the open tender will be the parties to the investment contract. The term of contract will be 26 years. Following completion of construction, the contractor will maintain the highway, user charge system and automatic traffic control system for the next 22 years. The contract includes an operation and an investment payment to be made by the customer in favour of the contractor.
